The Lorrie A. Bedard-Nettleton Story
December 15, 2014
To Whom it may Concern:
My Name is Lorrie A. Bedard-Nettleton. I have been employed at GM since October of 2006. !
was hired as a Temporary worker at Flint Buick North Plant and a Dues Paying Member of UAW
Local 599. f was laid off (reduction in force was what I was told) in April of 2007 with a lot of
other temporary workers. I was later picked up at GM Flint Assembly in July of 2011, and am
currently a Member of UAW local 598. After a couple weeks of working at my current plant, I
recognized a woman who I worked with at Flint Buick North, she was also a Temporary
employee. After talking with her I found out that she was hired back shortly after we were laid
off with a number of others, as Full Time Tier 1 employee. And then they were all transferred to
The lake Orion GM Plant. I was not contacted and as a result exhausted my unemployment.
I was later hired as a Full Time Tier 2 employee, in April 2012 at Flint Assembly, after being
hired I contacted my committee Man Chad Fabro to file a grievance about my work history and
get my Status and Time back, after not being called back at Buick. I was told that there was
nothing that our local Union 598 could do and I was also told that I would have to go thru my
old local Union 599.
I contacted the Now UAW Local 599 President (who was not in office during my employment)
Dan Raves, and was told I would have to speak with the 599 Shop Chairman Terry. After
contacting Terry he told me there was too much time past for them to do anything for me. He
also went on to tell me he don't know why I wasn't called back and that there were some New
Temps (first time Temping) that were also hired as Tier 1 Employees.
I would like to mention in all the years I was a Temporary Employee I was never given a copy of
our Contract Book. Neither National Agreement nor local Contract Book. I did receive a copy of
the new tentative agreement before the National Contract Vote of 2011, but that was just the
Highlights and lowlights of the Tentative Agreement. In that agreement was a breakdown of
our Newly Negotiated Tier 2 Pay Scale. I received a pay raise after the Contract of 2011 was
ratified to $15.78/hr. Because being On Roll At Ratification. Shortly after approximately 200
people at Flint Assembly were hired on as Full Time Tier 2 Employees. After getting hired as a
permanent employee I did receive a National Contract Book, and started reading and
understanding that my contractual rights were being violated.
The Highlight Booklet that we were given and our National agreement Book, both contain
specific language as to when and how much our Pay Raises were supposed to be. It is very Clear
that our Raises are to be given out Sept. 15th each year, there are also 3 pay structure charts in
our National Agreement. Group B is for Production Assembly, Group C is for CCA Plants and
then The Future Entry Level employees chart. I was On Roll at Ratification and I Did Vote on the
Contract. So I should be covered under Group B. I did not receive my raise in Sept. and when I
made a Committee call I was told it was being held up because of the temporary layoffs that we
had, and I could not accumulate seniority for those weeks.
In August of 2013 we had some new people transfer into our Plant from Saginaw, All of the new
people came in with March 2013 Seniority. After talking with a few of the new people 1 found
out that they were making a Higher Rate of Pay than us with 2012 Seniority. I then asked for a
committee caU to find out why 1m making less money than people with less Seniority. I was told
they wouJd check into it and get back with me. When my committee man came back he gave
me the answer that they had Temped longer that is why the pay Difference. At our next Local
Union Meeting September 20.131 under new business I asked the Question How can someone
with less time than us be making more? I was asked to stay after and see our Chairman Barry
Campbell. After the meeting I went to talk with Barry, and he asked me to stop up to his office
the next morning so he could do some checking into it. After work I stopped at the Work Center
and was met by my Committee Man Chad Fabro, Shop Committee-Man Eric Welter, and our
Shop Chairman Barry Campbell. It was at that time they told me I was at my correct rate of pay
and the new people with less Seniority must have temped longer. They told me that I had been
moved to the Entry level Pay Progression, due to getting Hired. I asked how that can happen
when I was on roll at ratification, and then they gave me a Hand out that came from Our
International Union with a bunch of Examples, and I was told there is nothing I nor they can do.
When I asked to file a Grievance I was told that I cannot file one because the ruling came from
International. I told them no place in our contract that we voted on has that Language, and
also If this came from International they why were there no Signatures. I was told that I should
be Happy to Have a Job by Eric. I left that meeting in tears.
After that meeting I started reading more and more of the contract. I re-read that paper that I
was given with the Examples (not stated in our contract) and noticed a Revision Date at the
bottom of the Page. That section was Revised on September 7th 2012, and this was the first
anyone has seen of it. I called my committee man out and told him I still want to file a
Grievance, and again was told I could not, I asked for Shop Committee and when Eric came out (
told him of the revision date on the paper he gave me, and also questioned there being no
Signatures to that paper, and told him I want to file the Grievance and again was told f couldn't.
It was then I decided to go to our Union President Ray Gorney, I was told by Ray that he would
look into it, and that he of all people understood because his Daughter is a New Hire in my
group. I then explained my whole work history to him and told him that I feel like I was screwed
over by not getting hired in at Buick. Ray then told me that he would get with Dan Raves,
President of my old local and get back with me. After a few Days I went back to talk with Ray}
and was directed to the Regional Offices, and our UAW Servicing Rep Scott Henry.
I went in to talk with Scott Henry, and he showed me a UAW Educational Entry level
Workbook. The paper that the International sent to our local was there with more examples.
On the Front cover of the workbook were Dates, Sept 2012, Oct. 2012, and Nov. 2012.1 told
him my frustrations of not getting any help and no one will file a grievance on my behalf. He
then told me that I don't want to file a Grievance I need to file an Appeal. It was then I figured
he thought I was stupid, and this meeting was going nowhere. He did make me a copy of pages
1-5 and pages 17-25. The Pages 1-5 all have revision Dates on them.
I called the Internation Union and asked to get a meeting with Dana Rouse. Dana Rouse is the
Assistant to the Vice President Cindy Estrada, he was the Shop Chairman at our Plant when I
first hired in at Flint Assembly. I was called back by Dana and he told me he would be in Flint in
a couple days and asked to meet when he was in town.
Dana came to our Plant on October 2nd 2014 to meet with me after my shift. We met in Barrvs
office and Eric Welter was also there. I had a friend of mine who is also a 2012 Seniority
employee Fredrika Joseph come to the meeting with me. At the beginning of the meeting Dana
had told me that he was under the impression that Scott Henry had already helped me. To
which I replied I felt as thou he thought I was dumb and didn't know that you first have to have
a Grievance Turned down before you can file an appeal. The first concern I discussed with Dana
was the Pay Difference, I told him that the papers that everyone is wanting to go by were
created 1 week before we were supposed to get our first raises, and also 1 year after the
contract had been ratified. I told him the Revised papers mean nothing to me because they
were not signed and were not in our Contract Book. I also pointed out that pursuant to our
UAW Constitution Article 19 section 3 clearly states, any changes to the Negotiated terms of
the contract must be put to a Vote by the Membership. I also explained how our raises have
been inconsistent and I believe I was owed back pay. It was then he told me he would look into
it and get back with me. Dana had asked me to email him copies of what I was given by Scott
Henry. After I got home I scanned all the documents, and I also included my work history
documents as well because Dana told me he would look into my Buick Time to see if anything
could be done. After a few emails back and forth Dana told me that Barry would be contacting
me with information on my concerns. After not hearing anything for a couple weeks, I emailed
Dana back and told him that I am still waiting for Barry to contact me.
I placed a committee call about me not getting my raise on time and I wanted to file a grievance
over my work history and the backpay that was owed to me. I asked to see the shop
committee man as well. Both came out and when we were sitting down going over everything it
got a little heated, because they did not want to do anything to help me. It was at that time
that My Shop Committee Man Eric Welter was red faced, raising his voice and told Me "you
don't want to file a Grievance You want to file a lawsuit". To which I replied I don't want to file
a Lawsuit I want to be represented. It shouldn't be this hard. I am a Dues Paying Member and it
is my right to file a grievance, and it is your duty as my Shop Committee man to file it. No
. Grievance was written.
Since I was getting nowhere I decided to write a letter to our UAW VP Cindy Estrada and explain
all the troubles I was having. I had been waiting to be contacted for 4 weeks by my Chairman. It
seemed like I was getting the run around.
My alt committee rep came to my job and told me the Chairman would like to meet with me.
When I got to his office I was met by Barry} Eric, and our Labor Relations Bob Romanowski.
When I sat down they had a work history of a 2013 seniority employee and mine and compared
them. He was first hired Feb of 2011 and I was hired-July 2011, 5 months difference. They
argued that because he was a Temp longer he should be in the faster pay progression, because
he was not hired in until 2013 as a full time seniority employee. I then asked the question what
does ON ROLL AT RATIFICATION mean, I was told that it meant being on Payroll at the Time the
contract was ratified. I then told them we both were on roll. After arguing for a while, I then
addressed my concerns of my back Pay and was told by Bob Romanowski, we don't owe you
anything, your are current and are at the pay progression your are supposed to be in. He then
got up and stormed out. I then looked at my Shop Chairman and told him that' was sure he
was probably going to finally get to my meeting, only because I sent the letter to the VP.
I sat there in shock and awe, that both my Shop Chairman and Shop Committee man, just sat
there and didn't say a thing or try to fight for me. Also that the Labor relations rep could get
away with being so rude to me in front of witnesses no less.
A few days later I received a phone call from my Chairman and asked to have another meeting
with me the next day. I asked If I would have representation at this meeting, since all they did
at the last meeting was sit on their hands and make me represent myself. He assured me that I
would be represented. At this meeting Scott Henry, Barry Campbell, Eric Welter were there. I
was informed that they were able to get me 3 weeks of my back pay from not receiving my
raise on time. Then they reiterated that my pay progression was correct referring to the
Unsigned and Revised paperwork they choose to go by. I told them they didn't get me anything
I fought for myself and that's sad I have to do their job. I also reiterated to them that I don't
appreciate being told by my Shop Committee man that I want a lawsuit when alii ever wanted
was to be represented.
I have always believed in the Union and Everything it stands for, I cried tears of joy when finding
out that I was finally a F.ull Time employee. Its sad that during all this I have come to question
the people that are representing us. Although I believe in Our Union I have no Faith in our
Leadership.
Thank you for taking the time to read My Story.

Cindy Estrada
Good morning. I am writing you with concerns from our membership. My Name is Lorrie A Bedard-
Nettleton I am a 2012 seniority UAW Member of local 598 Flint Region 1D. First I would like to say how
proud t am to have a WCh'1latl at the bargaining table. f only wish we had more power here in Flint I have
brought our concerns to our leadership here tried to file grievances on numerous occasions for our wage
agreement for Entry Level Employees to no avail. My concerns as of today are the entry level wage
agreement Cindy we have about 100 non seniority entry level workers Temps that were hired in march or
April 2012 they have with no benefits nothing for almost 3 years around 200 Entry Level Employees witl1
41212012 seniority making $18.41 and employees with 3/2013 seniority are at the full pay progression
$19.28 a lot of us 2012 employees were at $17.23 until last week I received my pay progression after a
few committee calls, however late and without back pay they are never on time every 12 months
according to the new revised wage agreement given to me first by Eric then again by Scott Henry our rep
from Region 1 D .. The paper work I will attach states that because we changed status in 2012 temp to
new hire terminated on 41112012 rehired 4/2/2012 we never missed a days work? We now fell into a new
pay progression this has a revision date of 9/7/2012 one week before we should have been brought to
18.41 according to the national agreement and 2013 seniority employees. We fall under the same
agreement ON ROLL AT RATIFICATION we all were hired prior to the contract and even voted on this
contract Eric has treated me like rm ignorant He has also laughed at me with all my research I have
been doing. Point being we should not have to work this hard to get fair representation. I have also been
told by my leadership that I should get a attorney .. I find this blatantly Wrong we pay dues for a
membership that according to national agreement & our constitution is suppose to represent us. This
paper work I received was never signed and is revised. This is a violation to our Article 19 section 1. Not
to Mention The United States Fair Labor act. and Equal pay act. I have had numerous committee calls,
asked at union meetings, told by Berry Campbell shop hair to come see him in the work center after
work which I did only to be handed off to Eric Walters our shop committee at large only to be told I should
be happy to have a job, and given the Entry lever wage agreement paper that was revised as stated
above. Then went to Ray Gorney at the union Hall who sent me to Scott at the Region. I was told I can't
file an appeal-without a written Grievance? On Oct 2, 20121 had a Meeting with Dana Rouse and Eric
Walters and I brought another 2012 employee with concerns.. we discussed our issues and Dana asked
me to email him everything I had gathered, and I did this on the~ Our Membership is in trouble and I
feel empowered to reach out, I was rehired as a temp at Flint Assembly 7/25/2011 last temped, layoff or
terminated at Flint North pay was $18.71 + COLA I fall under the ~, and 2011 contract. I temped at 3
plants including Delphi June 2006 until late September 2006 UAW Local 651 I got called to Buick Flint
north UAW local 599 4/2/2007 Hired permanent 4/2/2012 5 years later, I finally have a seniority date. I
would really like to have a meeting with you and our leadership or you and GM labor Department to work
on this together. Thank You for Your Time

Just In From Kansas City Ford Plant:
My name is Charlie I work at the Kansas city ford assembly plant and am a legacy
worker. safety at our plant takes a back seat to production and cost. International is well
aware of safety violations and hazardous conditions and ignore complaints regarding
them. I personally was involved in a meeting where international officers laughed at
fords practice of disciplining employees who complained and said it is effective. safety is
not a negotiated benefit it is a right and it is the law. international has a well documented
history of ignoring its members rights to a safe workplace as well as an employees right
to safe workplace.
16 years Kansas city ford assembly plant failure to represent knowingly and willingly
allowing employees to work in unsafe working conditions. failed to pursue greivances
that have past practice behind them
